Foreign national entry & crew changes

Crew members may enter Taiwan only if:

  1. They are crew of a Taiwan flagged vessel
  2. They are crew from a foreign flagged vessel belonging to a Taiwan owner
  3. Their vessel is calling for comprehensive repair work
  4. The vessel is being delivered and redelivered in Taiwan
  5. They disembark from a vessel sailing Taiwan domestic routing, or one which has berthed at Taiwan port(s) for 30 days without calling foreign ports. Crew’s departure flight information must be advised.

All of above conditions exclude China flagged vessels and Chinese crew members.

For conditions 1-4, foreign crews must apply for permit under the purpose of business contract, and accepted crew must follow a 14 days period of home quarantine after entry to Taiwan. The Ministry of Foreign Affairs will issue temporary visa for 21 days, and the port agent or principal must arrange direct transport to the airport or vessel for departure after 14 days quarantine. For condition No.5, the port agent or principal must also arrange direct transport from the vessel to the airport or vessel for departure.

Alternatively, crew shall follow self-health management measure (record of temperature twice a day, wear face mask at public places) upon the short stay in Taiwan.

For foreign crew (excluding those from China, Hong Kong, Macau) qualified to apply for landing/shore, ship owner or master must provide the documents in advance to apply for a crew shore pass:
a) Port call record for previous 14 days
b) Daily record of crew body temperature (must be approved/stamped by Taiwan Centers for disease control)
c) “Novel Coronavirus Prevention Health Declaration Card" - for travel history and health condition
After berthing, the captain should take the body temperature measurement of all crew and complete a health declaration card. If any crew members is displaying possible 2019 n-Cov symptoms, it must be reported immediately. Requests for entry for medical attention will be determined on a case-by-case basis by Immigration and Quarantine officials.

As Taiwan has no quarantine restriction for incoming discharge vessels, it may be convenient for the arrangement of provisions supplies.
