Final measures for Brown Marmorated Stink Bug season

Australia’s Department of Agriculture and Water Resources has now published what it terms as its final measures for the Brown Marmorated Stink Bug (BMSB) season. The new seasonal measures will apply for goods shipped on or between 1 September and 30 April 2019, inclusive.

The requirement for mandatory offshore treatment of all breakbulk, and open top or flat rack containers from high risk countries remains unchanged.

The option for FCL and FCX to be treated on arrival in Australia has been confirmed (container level treatment only).

Treatment regimens have now been confirmed – with only Methyl Bromide, Sulfuryl Fluoride and Heat Treatment being approved methods. Some offshore treatment Providers have been approved and a scheme is available for seeking further approvals.

As the season has not started, any cargo which has already been loaded and is en route is therefore exempt from the requirement. e.g. cargo loaded in Germany in July poses no BMSB risk and there are no restrictions despite the fact the vessel arrives in Australia AFTER the commencement of the season.

This includes an additional page - http://www.agriculture.gov.au/import/before/pests/brown-marmorated-stink-bugs/prepare-import - to assist industry on the requirements to manage the seasonal measures prior to exporting goods to Australia. The treatment rates have also been published on the main BMSB webpage, and approved offshore treatment providers for the Offshore BMSB Treatment Providers Scheme is at http://www.agriculture.gov.au/import/before/pests/brown-marmorated-stink-bugs/offshore-treatment-providers. This list will be updated as more approved treatment providers are added.

Any cargo which is deemed as high risk cargo and is loaded from a high risk country which arrives at an Australian port and is untreated will be denied entry into Australia.
