Aramco has issued a warning that brings attention to the dangers associated with soot blowing alongside and not maintaining the condition of the spark arrestor at Ras Tanura.
Although the number of soot blowing alongside is low, it is a clear human error and the consequences are considerable and potentially catastrophic. Such practices are considered unacceptable as they could result in fire which might cause all loading/discharging at the terminal to shut down.
Any vessel conducting soot blowing alongside will be subject to removal from the berth. Further, once removed, the vessel will be directed to anchorage until:
- A full and comprehensive investigation has been completed.
- An inspection of spark arrestors onboard and ensuring it is in a suitable condition to effectively do as purposed.
It is the Terminal’s policy to seek recompense to the full extent permitted by law for all costs incurred by negligence and fault of any party, including:
- Charges for double berthing.
- All costs associated with cargo suspension.
-All costs associated with affected terminal facilities.
Additionally, the vessel will be flagged in the Port & Terminal Management System on departure and subjected to stringent vetting requirements during future visits and potential banning if further serious safety or operational deficiencies are committed.
All vessels are mandated to take all actions in line with safe shipboard SMS practices and as stated by Saudi Aramco Ports and Terminals Rules and Regulations and ISGOTT relative to communications, housekeeping and operations while alongside. These preventative actions are to be included in the vessel loading operations plan and followed throughout the vessel’s port stay.
