25 Aug 2017 / Texas Coast, United States
Tropical Storm Harvey has substantially increased in strength and intensity overnight, and is forecast to continue strengthening overnight.
It is forecast to move toward the middle Texas coast (Corpus Christi-Port O'Connor) late Friday night (25 August). Tropical storm force winds should begin reaching the coast by mid/late morning. Expect building seas, higher tides, surge and surf to continue building for the next 48 hours, with seas in excess of 17' expected west of Freeport.
Impacts will be felt well away from the center of the storm. A hurricane warning is in effect for Port Mansfield to Matagorda, and a tropical storm warning is in effect north of Matagorda to High Island. An expected inundation of 7-10 feet above ground level is expected in the NE quadrant of landfall. Total cumulative rainfall of 10-15" with localized rainfall of more than 20" in the central-upper Texas coast is anticipated over the next 4-5 days, as the storm is likely to stall out over the upper Texas coast after landfall.
Yesterday,US Coast Guard Sector Houston-Galveston set Port Condition XRAY for the port of Freeport and all coastal areas west of San Luis pass. Sector continues to monitor weather conditions and will update industry accordingly.
Four cruise ships are due to call at the port of Galveston this weekend; it remains to be seen whether they will divert or delay and attempt to call port after the storm makes landfall.
Houston Pilots are still moving ships, but depending upon how the storm moves around once it makes landfall, the port could be shut down for 2-4 days. With the storm now possibly reaching Category 2 hurricane status before landfall, the pilots may shut down traffic early afternoon tomorrow.
Galveston-Texas City Pilots are still operating as normal but are closely monitoring the situation and will close down operations when conditions warrant.
