Transportation control during Eid Al-Fitr homecoming

The following measures are in force during Eid Al-Fitr homecoming 1441 Hijri to prevent the spread of corona virus disease 2019 (COVID-19):

A temporary prohibition on the use land, rail, sea and air transportation is in force from 24 April until 31 May.

The temporary prohibition on the use of sea transportation facilities applies to all passenger ships, including:
a. Operation of passenger ships that serve passengers for homecoming sailing in one province, district or sub-district that implement Big-Scale Social Restrictions;
and
b. Interprovincial, regency, or sub-district voyages with the provisions of the port of origin, transit, or destination with areas that implement Big-Scale Social Restrictions.

The following passenger ship services are excluded from the prohibition:

  • passenger ships serving the repatriation of Indonesian workers, Indonesian migrant, and/or Indonesian citizens from border state port to the port appointed by the Director General of Sea Transportation to serve the repatriation of Indonesian workers, Indonesian migrants workers, and/or Indonesian citizen;
  • passengers ships serving the repatriation of Indonesian citizen crew working in commercial/cruise ships operated by foreign company, from domestic port used as a point of debarkation of Indonesian citizen crew after obtaining approval permit to debark Indonesian citizen crew from Task Force corona virus disease 2019 area and the Central of Task Force corona virus disease 2019, heading to the port of origin Indonesian citizen crew;
  • passenger ships serving routine non-homecoming transportation for sailing in limited location in one district agglomeration with terms and condition sailing are carried out between islands or a port within the territory of one district that is not in the establishment of Big-Scale Social Restrictions or red zone spreading corona virus disease 2019;
  • passenger ships serving routine non-homecoming transportation for sailing to limited locations in one regency agglomeration with terms and condition sailing are carried out between islands or a port within the territory of one regency that does not in the establishment of Big-Scale Social Restrictions or red zone spreading corona virus disease 2019;
  • passenger ships serving routine non-homecoming transportation for sailing to limited locations in one provincial agglomeration with terms and condition sailing are carried out between islands or ports within a province which are not in the determination of Big-Scale Social Restrictions on the spread of corona virus disease 2019 (covid-19);
  • passenger ships serving special inter-island transportation for the Indonesian National Army, Indonesian National Police, state civil apparatus and medical personnel who are carrying out their duties;
  • passenger ships permitted to operate for transporting logistical goods which include essential goods, medicines and medical equipment and other essential goods needed by the region in the case that the number of cargo ships serving an area is insufficient.

Temporary prohibitions on the use of air transportation is a prohibition on every citizen doing travel within the country through airports to and from areas designated as Big-Scale Social Restrictions and/or red zone spreading corona virus disease 2019, whether using transportation public and private transportation.

The prohibition on air travel excludes the following:

  • the head of the Republic of Indonesia high institution and state guest;
  • operations of embassies, consulates general and foreign consulates as well as representatives of international organizations in Indonesia;
  • special flight operations repatriation which repatriates Indonesian citizens and foreign nationals;
  • law enforcement, order and emergency services;
  • cargo transport operations;
  • other operations based on the permission of the Director General of Civil Aviation.
