Stowaways & illegal immigrants on board barges

The Singapore Police Coast Guard has issued an advisory to masters and operators of tug boats to guard against stowaways and illegal immigrant on board barges.

QUOTE…
The Singapore Police Coast Guard (PCG) works closely with coastal stakeholders and the maritime community to prevent, deter and detect any illegal entry into Singapore via our territorial waters. Stringent security measures such as the checking of vessels out at sea are put in place to safeguard Singapore's safety and security.

The Singapore Government is fully committed to prevent a terrorist attack. The maritime community plays a vital role in fighting terrorism effectively and on a sustained basis.

In accordance to Section 42 of the Immigration Act, Chapter 133, any person who knowingly harbours any person on board the vessel, with intent to allow that person to enter Singapore illegally, shall be guilty of an offence.

To avoid being incriminated and to minimise any potential disruption to your operations, Captains/Masters of tugboats should exercise vigilance by adhering to the following measures:

i. Conduct checks on and around the barge, including the manholes and behind the piles of granite or sand prior to departing for your destination. This is to ensure no stowaways are on board.

ii. Look out and report suspicious crafts that come alongside your barge while your vessel is underway.

iii. Just before arriving at your destination port, conduct another round of checks to ensure no stowaways are hiding within or around the barge, before coming alongside the wharf.

If you have any information relating to such criminal activity, please do not hesitate to call the Police hotline at 1800-255 0000, or dial '999' for urgent Police assistance.
