Standard operation procedure for ship-to-ship transfers

Deendayal Port Authority (DPA) has issued a new Standard Operating Procedure (SOP) governing ship-to-ship (STS) transfer operations for dry bulk and dry breakbulk cargo at the designated Kandla OBT anchorage within the port limits.

  • STS Mooring Masters must hold a valid Certificate of Proficiency as a Master Foreign Going issued by the Government of India.
  • The presence of an STS Mooring Master does not relieve the vessel's Master of their authority, duties, or responsibilities.
  • Yokohama fenders must be deployed to provide adequate vessel protection during transfer operations.
  • All STS operations must be carried out at the designated Kandla OBT STS anchorage only.
  • Double banking operations must be suspended when wind speeds reach 20 knots or higher and swell heights exceed 2.0 meters.
  • The mooring Master appointed the STS service provider are responsible for the safe completion of mooring operations.
  • Vessel, cargo, and tug hire charges will apply in accordance with the prevailing Scale of Rates (SOR), with any tug damage borne by the hiring vessel.
  • All vessels engaged in STS operations must comply with applicable statutory conventions, guidelines, and safe operating practices.
