Shifting of vessels in loaded condition

Sabine Pilots will no longer accept orders for loaded vessels greater than 106' beam berthed head out to shift from the Phillips terminal to any location upriver.

If a vessel is to shift to any location upriver when in a loaded condition, it should be berthed head in port side to.

Sabine Pilots had agreed to attempt this maneuver for the first time ever under the condition that three tugs were used. After the move the two pilots recommended against trying this maneuver again, day or night. Nevertheless, it was decided to attempt it again during daylight hours. After being attempted two more times, all pilots agreed that it was a maneuver which could not be done safely on a consistent basis.
