Revision to the number of persons onboard pleasure craft

11 Nov 2021 / Singapore

All pleasure craft operators, owners and masters are reminded to ensure that they comply with the measures stipulated in the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, and implement these measures in relation to persons boarding and on the craft.

These measures include implementing contact tracing procedures such as TraceTogether-only SafeEntry (TT-only SE) for all persons who board the pleasure craft. If TT-only SE is not implemented, the craft owner/operator/master must maintain a record of the passenger and crew manifest. In addition, checks on visible respiratory symptoms must be conducted before any person boards the craft. Persons who display any visible respiratory symptoms must not be allowed to board the craft and should be advised to seek medical attention immediately. Every individual must wear a mask at all times except in circumstances prescribed in the COVID-19 (Temporary Measures) (Control Order) Regulations 2020.

Gatherings of more than 2 persons from different households onboard any pleasure craft are prohibited with the following exemptions:
a) SZH-licensed pleasure craft activities; and
b) Marriage solemnisation onboard SZ-licensed pleasure craft.

Owners/operators of SZH-licensed pleasure craft that intend to carry more than 1 group of passengers (i.e. more than 2 passengers from different households or more than 5 passengers from the same household), for ANY activities are required to submit a one-time application for MPA’s review and approval.

Owners/operators of SZH-licensed pleasure craft are reminded that radio broadcasts, all forms of television, film and video screenings and the provision or allowance of other forms of public entertainment activities such as live music, dancing, variety acts and singing (by crew or passengers), amusement devices, darts, billiards, pool, snooker, karaoke, gambling and/or gaming instruments (e.g. dice, mahjong tiles, playing cards) are not permitted. Owners/operators of SZH-licensed pleasure craft should also make clear to passengers, for instance, that singing songs, including birthday songs, is not permitted.

Passengers can only consume food and beverages onboard the SZH-licensed pleasure craft if the passengers meet any of the following requirements:
a) Fully vaccinated; or
b) Recovered from COVID-19 (within 270 days); or
c) Unvaccinated but has a valid negative pre-event testing (PET) result for the duration of the charter (refer to LINK for more information); or
d) Children aged 12 years and below (i.e. born in and after 2009)

Owner/operators of SZH-licensed pleasure craft must check the status of such individuals…
