Revised requirements for Certificate of Quality submissions

The Port of Fujairah has added a new requirement for Certificate of Quality (COQ), to meet the following:

  • Samples must be collected only by a surveyor employed by a laboratory approved by the Port of Fujairah.

  • The approved laboratory must retain sealed samples of the oil on behalf of the Port for a minimum of three months.

  • Each COQ must include the following details:
    - Certificate Reference Number
    - Sampling date
    - Sampling location
    - Source of sample (vessel name and tank number or terminal tank number)
    - Product name
    - Sample seal number (unique seal number for traceability)
    - Test date
    - Report date
    - Methodology
    - Applicable product parameters

All cargoes with mercaptan and H₂S must undergo sample collection from each individual cargo tank on the discharging oil tanker at FAA or alongside berth. If the composite sample for mercaptan exceeds 50ppm, individual tank samples must be tested, and the results submitted accordingly. COQs from international labs and recognised entities will be accepted initially and only to allow the vessel to berth and begin operations.

Occupational safety and environment compliance of cargo operation in FOTT mandates oil labs to send information regarding cargoes to be loaded/discharged at the terminal.

The COQ must be submitted directly by the approved laboratory to FOTT. COQs from international labs and recognised entities will be accepted for cargoes other than crude oil, low sulphur fuel oil, very low sulphur fuel oil, ultra-low sulphur fuel oil & other marine fuel blends, as well as light distillates and naphtha.
