Revised requirements for Certificate of Quality submissions

Effective 10 May 2025, the Port of Fujairah will no longer accept any Certificate of Quality (COQ) for oil testing unless the sampling and testing was conducted by an approved lab in Fujairah and the following conditions are met:

  1. Same Collection requirements
    - Approved Lab Surveyor: Samples must be collected only by a surveyor employed by a laboratory approved by the Port of Fujairah.
    - Retention of Sealed Sample: The approved laboratory must retain sealed samples of the oil on behalf of the Port for a minimum period of three (3) months.
  2. Mandatory Information in the COQ
    Each COQ must include the following details:
    - Certificate Reference Number – A unique ID for the certificate.
    -Sampling Date - When the sample was taken.
    - Sampling Location – Specify whether it was at Fujairah Anchorage or a shore terminal (include terminal name).
    - Source of Sample – Vessel name and tank number or terminal tank number.
    - Product Name – Name of the oil product.
    - Sample Seal Number – Unique seal number for traceability.
    - Sample Collected by: Name of the surveyor and the laboratory.
    - Test Date – Date the sample was tested.
    - Report Date – Date the report was issued.
    - Methodology – Methodology & standard used for testing.
    - Applicable Product Parameters – In line with the latest version of NTM 148.
  3. Parameter Specifications
    - All parameter specifications must be presented using the appropriate standard & engineering units, as outline in NTM 148.
  4. COQ Submission Protocol
    - The COQ must be submitted directly by the approved laboratory to the Port of Fujairah.
  5. Requirements for Cargoes with Mercaptan
    All cargoes with mercaptan as per BTM 148, must undergo sample collection from each individual cargo tank on the discharging oil tanker or onshore storage tank(s) as applicable. If the composite sample result for mercaptan exceeds 50 ppm, individual tank samples must be tested, and the results submitted accordingly.
