Restricted Area and Sea Parade in Victoria Harbour

A Restricted Area is established until 2359 hours on 4 November 2025, in Victoria Harbour off Central and Western District Promenade, for four inflatable character shape artworks being displayed inside the Restricted Area.

According to the Government of the Hong Kong SAR Marine Department Notice No.198/2025, the Restricted Area is formed by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22 deg. 17.001’N / 114 deg. 09.990’E
(B) 22 deg. 17.031’N / 114 deg. 09.994’E
(C) 22 deg. 17.019’N / 114 deg. 10.074’E
(D) 22 deg. 16.987’N / 114 deg. 10.067’E

Two yellow marker buoys fitted with yellow flashing lights will be laid at positions B and C to mark the northern boundary of the Restricted Area. Besides, floating barriers will be laid to surround the Restricted Area.

During the aforementioned period, no vessels, other than Government launches and vessels engaged in the said activity, will be allowed to enter or remain within the Restricted Area. All vessels navigating in the vicinity should keep away from the Restricted Area.

Besides, a sea parade comprising the aforementioned inflatable character shape artworks, two tugs and one guard boat for each artwork will take place in the Victoria Harbour on 1 November 2025.

The parade will start at about 1400 hours from the above Restricted Area, following an eastbound route within the inshore traffic zone along the waters off Wan Chai, Causeway Bay, and then turn westbound along the waters off Tsim Sha Tsui before proceeding back to the waters off Central and Western District Promenade. The parade will repeat the same route before dispersal in the waters off Kowloon Public Pier at about 1800 hours.

Marine Department and Marine Police patrol launches will be deployed to regulate marine traffic during the passage of the sea parade.

Vessels navigating in the vicinity should proceed with caution and give a wide berth to the parade fleet and comply with any directions given by the Marine Department and Marine Police patrol launches.

In the event of inclement weather, the sea parade would be advanced to 1100 hours to 1400 hours on 29 October 2025.
