Permission to operate during COVID-19 pandemic

The Port of Port Elizabeth (PoPE) has implemented the measures captured below.

The PoPE has implemented Standard Operating Procedures (SOP) for accessing the port and its facilities.

The PoPE has formulated (and communicated to the relevant parties) two sets of minimum requirements to operate in the PoPE. These requirements pertain to “landside” cargo operations and “waterside” vessel operations, during the COVID-19 lockdown period. In order for cargo operations and other related activities/or vessel movements into or out of the port to be considered, applications must be made to the Port Business Continuity Management Team (PBCMT) for consideration and approval. Below please find the details of individuals at the PoPE assigned to manage various aspects of the port operations to facilitate the transportation of goods and services.

1. Captain Faisal Sultan, TNPA PoPE Senior Operations Manager, has been assigned to manage cargo loading and any other related activities/ offloading/ transhipping requests (applications). An Application to handle cargo in the PoPE must be accompanied by a detailed SOP which clearly demonstrates the measures and controls implemented to combat COVID- 19. This application will then be evaluated and approved by the PBCMT, subject to satisfying the TNPA PoPE minimum requirements for “landside” operations and the completion of a COVID- 19 Declaration by the Terminal Operator. You are kindly reminded to ensure that you obtain all relevant and necessary exemptions, consents and permits for your activities and operations and submit same with your application to Captain Sultan on email address [email protected].

2. Captain Brynn Adamson, TNPA PoPE Harbour Master, has been assigned to manage vessel movement requests (application). An Application to move a vessel into or out of the PoPE must be accompanied by a detailed SOP which clearly demonstrates the measures and controls implemented to combat COVID- 19. This application will then be evaluated and approved by the PBCMT, subject to satisfying the TNPA PoPE minimum requirements for “waterside” vessel operations and the completion of a COVID- 19 Declaration by the Master of the Vessel. These applications can be emailed to Captain Adamson at [email protected]. This waterside operation will only be considered once approval for the landside operation has been approved. Please note all other vessel that are not handling cargo must still comply with the waterside requirements.

3. Mr. Nelson Masophi, TNPA PoPE Port Security Officer, has been authorised to issue the PoPE Access Permits to essential port tenants and port users. To this end, kindly make your application for access to the PoPE to Mr. Masophi on email address [email protected].

All Port users are requested to communicate all requests timeously in order for efficient facilitation during this time. It must however be stressed that in light of the current COVID-19 pandemic and safety measures implemented to prevent the spread of the virus, the PoPE is operating with scaled down resources and capacity. Each application will be considered on its individual merit and certain cargo operations and or vessel movements may be prioritised over others.
