New maritime traffic reporting: What you need to know

From September 15, 2026, Norwegian Customs will implement strict new digital reporting requirements (“Digitoll”) for all maritime traffic.

Key Changes:

  • Pre-Arrival Clearance: All cargo must be cleared by Customs before the vessel reaches the port of arrival.
  • Digital Responsibility: The submitter of data is legally responsible for its accuracy. Digital data must match the actual cargo on board 100%.
  • Integration: Reporting will move away from manual declarations to integrate with Norway’s national maritime reporting system, SafeSeaNet at https://www.kystverket.no/en/port/safeseanet-norway/.

Masters will remain the formal duty holder for the presentation of goods upon arrival, but responsibility for digital compliance will shift to ship owners, who must have the following to operate under the new regulations:

  • Approved Software: A digital system capable of meeting Customs’ data requirements.
  • SafeSeaNet Integration: Direct connectivity to SafeSeaNet.
