In view of severe weather conditions during the monsoon season in the Arabia Sea, all concerned are required to adhere to guidelines issued by DG Shipping/CG and safe practices of seamanship from time to time for monsoon weather conditions and also issued by various competent authorities.
In addition, following points to be included for premonsoon/monsoon weather preparedness but should be limited to:
- Agents/owners/managers/Masters to ensure the foul weather preparedness of their craft/vessels.
- All craft to be manned as per manning requirements.
- All running crafts to have sufficient bunkers/provisions/fresh water in reserve, bearing in mind the prevailing weather conditions.
- The vessels to keep their engines at short notice, keeping prevailing weather conditions in mind.
- All life saving equipment/items are to be checked and are to be know to all crew on board location.
- Monitoring of weather forecast by all available means and technology. Preventive and precautionary measures to be taken as per prevailing weather conditions, suggested IMD weather site for Deendayal Port location is https://mausam.imd.gov.in/ahmedabad/. Also monitor Port Control VHF instructions on VHF Ch.08 during disturbed weather time.
- The vessels in port and anchorage will keep their main engines at immediate notice for motoring and keep watch on VHF Channel 08/16. The latest navigational warning and storm warnings/storm signals issued by Port Authorities for the local port area from time to time should also be taken heed.
- Agents/owners/managers/charterers to ensure that the Master is aware and provided with regular update of weather forecast and ensure the compliance of safe practices.
- Agents/owners/managers/charterers of all derelict vessels inside the harbour either to remove their respective derelict vessel/craft from harbour waters or to take all precautions for their safekeeping inside harbour.
- Agents/owners/managers/Masters of a craft without propulsion to ensure that standby tug/tugs of suitable capacity and numbers with respect to prevailing weather is/are available with subject craft/vessel without propulsion.
- Agents/owners/managers/charterers/Master will be held responsible for any negligence or any incident/accident due to non-compliance of above mentioned guidelines.
- All statutory certificates including but not limited to P&I Certificate etc. should remain valid at all times.
- Any violation of the above will be considered as non-compliance.
