Measures to reduce pre-commencement delays at oil jetties

The number of vessels awaiting berthing at the oil jetties is steadily increasing, with certain vessels presently experiencing waiting periods exceeding eight days…

…Substantial delays are occurring during the pre-commencement phase of cargo operations. These are primarily attributable to the delayed finalisation of the loading/discharge sequence between the vessel, terminal, and attending surveyors.

With a view to enhance the overall efficiency of cargo operations and berth productivity of oil jetties, and with the approval of the competent authority, the following directions are hereby issued:

  1. Pre-Berthing Finalisation of Sequence:
    A provisional loading/discharge sequence shall be finalised prior to berthing of the vessel.
  2. Confirmation of Adherence:
    The vessel must provide confirmation of its in-principle agreement to the said sequence for it to be considered “ready for berthing.”
  3. Operational Deadline:
    Any tanker vessel that fails to commence cargo operations within three hours of being made fast shall be shifted to the OTB at the earliest suitable tide, at the cost and responsibility of the vessel agent, regardless of the cargo operation status.

All stakeholders are requested to ensure strict adherence to the above to avoid further delays and support seamless operations at the Oil Jetties.
