Mandatory safety measures for entry to enclosed onboard spaces

Deendayal Port Authority has issued a reminder of safety measures that must be complied with for entry into enclosed or restricted spaces onboard vessels, following a recent fatal incident which is currently under investigation.

The below statutory provisions must be adhered to:

  • SOLAS requirements relating to enclosed spaces and safe access arrangements;
  • SOLAS Chapter III Regulation 19 regarding enclosed space entry and rescue drills;
  • SOLAS Chapter II=1 Regulation 3-6 concerning access to spaces;
  • IMO Resolution A.1050(27) – Revised Recommendations for Entering Enclosed Spaces Aboard Ships;
  • International Safety Management (ISM) Code – Section 7 regarding development and implementation of procedures for safe shipboard operations;
  • Applicable Merchant Shipping Rules, DG Shipping Guidelines/Circulars, and other relevant statutory provisions.
