Norwegian Customs has announced a mandatory shift to fully digital reporting for all maritime traffic, known as the "Digitoll" initiative to come into force on 15 September 2026.
This initiative represents a major shift in responsibility for vessel operations in Norwegian waters and on the Norwegian Continental Shelf (NCS).
Key Changes and Implications
1. No Exemption for Offshore/NCS
Contrary to common assumptions, these digital regulations apply equally to offshore operations and the Norwegian Continental Shelf. While the Norwegian Customs Authority is currently in dialogue with the industry regarding specific adaptations for offshore logistics, the baseline requirement for digital clearance remains.
GAC Norway is an active member of the Customs resource group. This position provides us with first-hand information on the ongoing assessments regarding offshore adjustments, ensuring our clients stay ahead of regulatory nuances.
2. Major Shift in Responsibility
The primary responsibility for accurate digital data submission shifts from the Vessel Master to the Shipowner. While the Master remains the formal duty holder for presenting goods upon arrival, the Shipowner is now legally responsible for ensuring data is submitted correctly in advance.
3. The Compliance Gap & System Readiness
Reporting will continue via SafeSeaNet (SSN). However, it is vital to note that the regulations enter into force on 15 September 2026 regardless of whether SafeSeaNet has fully implemented the necessary technical changes by that date. The burden rests solely on the Shipowner and their Customs Representative to find a compliant method of reporting, even if the central systems are not fully updated. GAC Norway is already prepared to bridge this gap.
4. Operational Requirements
To comply by the 2026 deadline, shipowners should possess integrated software systems capable of meeting the new, more stringent Customs data requirements. All cargo must be digitally cleared before the vessel reaches the port of arrival.
Owners lacking the internal infrastructure or expertise to meet these complex digital requirements must appoint a professional Customs Representative.
