Implementation of Merchant Shipping (Prevention of Air Pollution) (Amendment) Regulation 2025

The Merchant Shipping (Prevention of Air Pollution) (Amendment) Regulation 2025 (the “Amendment Regulation”) [came] into operation on 1 August 2025.

[It] implements the amendments to Annex VI to the International Convention for the Prevention of Pollution from Ships, 1973 (“MARPOL Annex VI”) as stipulated in resolution MEPC.385(81) adopted by the International Maritime Organization. The Amendment Regulation requires that a local supplier delivering low-flashpoint fuel or gas fuel to a vessel of 400 gross tonnage or above shall provide the vessel with a bunker delivery note containing specified information of such fuel. The owner and coxswain of the vessel shall keep the bunker delivery note on board for 6 months after the fuel is delivered. The relevant requirements for representative sample of fuel oil do not apply to low-flashpoint fuel and gas fuel.

The Amendment Regulation also provides that a replacement of a steam system by a regulated diesel engine is regarded as replacement of a non identical regulated diesel engine by a regulated diesel engine.

The aforementioned new amendments apply to new and existing local vessels.
