Hurricane Harvey: Port Condition Recovery set

The Captain of the Port (COTP) has set Port Condition Recovery for the Port of Houston, Port of Texas City, Port of Galveston and Port of Freeport and connection waters effective at 1400 on Wednesday August 30, 2017.

Restrictions on all vessel movement within the Houston/Galveston AOR will be managed by the Captain of the Port and promulgated by the Port Condition Team (PCT). Initial restrictions are based upon channel and Aid to Navigation surveys conducted by USCG, other Federal agencies and local public and private assets. Restrictions will be updated as further surveys are conducted and further information comes to hand.

Full opening of the ports will be reliant on hydrographical surveys and removal of any potential hazards to navigation.

  1. For the Port of Texas City, Port of Galveston and the Port of Freeport, the draft is restricted to 33 feet or less.

  2. For the Port of Houston, the draft is restricted to 37 feet or less.

Post storm assessments indicate severe currents and hazards on the Upper Houston Ship Channel from Morgan’s Point inbound to the turning basin. That portion of the channel remains closed for vessel movements until conditions improve and more information is obtained.

All mariners are reminded to proceed with extreme caution due to strong current, debris runoff, and other unmarked hazards and missing or off-station navigation aids. Please report any hazardous conditions to the Sector Command Center at (281) 464-4851.
