Harvey recovery update

The Captain of the Port (COTP), Port Arthur Zone is in Port Condition Recovery.

Restrictions on vessel movements on the Sabine-Neches Waterway are being managed by the Captain of the Port and Vessel Traffic Service (VTS) Port Arthur. Restrictions are based on channel surveys and visual assessments; “aid-to-navigation” (ATON) assessments; river stage and current data (e.g. PORTS, stakeholder reports). Vessel movement restrictions will be evaluated and updated regularly as additional survey data is received and evaluated.

Effective at 2:00pm on September 29, 2017, the following restrictions are in effect on the Sabine-Neches Waterway:

  1. The shoaling of the Neches River between Exxon Mobil and the Port of Beaumont has been reduced by injection dredge. The COTP has established a maximum draft restriction of 31-feet for waters of the Neches River from Exxon Mobil Dock 4 to the Port of Beaumont.
  2. The channel is open to the full 40-foot charted depth for ALL vessels from “SB” Buoy to Exxon Mobil Dock 4.
  3. Facilities are reminded that the responsibility to survey a facility’s docks and moorings rests with each waterfront facility. In order to ensure the safety of vessels arriving at waterfront facilities, the Coast Guard recommends that each waterfront facility conduct periodic surveys as necessary and provide this information to the pilots, vessel agents and arriving vessels.
  4. Vessel masters are reminded to monitor water levels closely and ensure there is sufficient vertical clearance for their transit.
