Collection of special port dues from US vessels

China’s Ministry of Transport has announced that special port charges will be collected from US vessels starting form tomorrow (14 October).

This applies to ships owned by US enterprises, other organizations or individuals; ships operated by US enterprises, other organizations or individuals; ships directly or indirectly held by US enterprises, other organizations or individuals with 25% or more equity (voting rights, board seats); ships flying the US flag; ships built in the United States; the maritime administration agencies of the ports where the ships call will be responsible for collecting special port charges for ships.

Special port charges will be collected by the maritime administration agencies of the ports where the ships call, on a per-voyage basis. If a ship calls at multiple Chinese ports in the same voyage, the special port charge will only be paid at the first port of call, and no further charges will be collected at subsequent ports. The same ship will not be charged with special port charges for more than five voyages within a year.

Increases to the charge have been scheduled for April 2026, 2027 and 2028.
