CCTV on vessels visiting Indian ports

India’s Directorate General of Shipping has issued instructions on the installation of Closed Circuit Television (CCTV) systems on Indian-flagged and foreign flag vessels visiting Indian ports.

The Merchant Shipping Notice No.02 of 2025 states that the implementation of CCTV is recognised as an effective measure to enhance onboard safety and security, as they provide continuous monitoring and serves as a record in the event of any incident.

The following is being mandated for Indian flag merchant vessels, as well as foreign flag vessels trading in Indian Coasts under Specific Period License (SPL). Foreign flag vessels visiting Indian ports are also urged to be cognizant of the criteria and consider implementation:

Vessel owners/ISM managers to coordinate with the Master to conduct a comprehensive assessment to identify and create a design plan for CCTV system based on vessel-specific vulnerabilities and optimal camera placement, including assessment of areas crucial to safety and security, including the need to be intrinsically safe for tankers in hazardous zones.

The CCTV system shall be part of the vessel IT infrastructure and cyber risk management procedures. Installation should be done professionally by qualified technicians.

The equipment should be capable of being isolated in areas where recording is not permitted as per local regulations or military sensitivities. Signage should be prominently displayed in common areas to clearly inform crew members and visitors of the presence of CCTV surveillance.

The use of Artificial Intelligence or system-based software to enhance the functionality of CCTV systems is highly recommended.
