Bay Plan (BAPLIE) Electronic Filing Requirements

The Canadian Border Services Agency (CBSA) has announced that Bay Plans (BAPLIEs/Stow Plans) for all vessels arriving at the country’s port must now be submitted electronically.

This requirement came into this month, and monetary penalties are expected to come into effect in May 2016.

Vessel Operating Carriers (VOCCs) transporting one or more cargo containers to Canada are required to electronically submit a Bay/Stow Plan within 48 hours of departure from the vessel's last foreign port of call, prior to sailing to Canada. When the voyage is less than 48 hours in duration, Bay Plans must be submitted to the CBSA prior to the vessel's arrival at the first Canadian port.

However, vessels transporting exclusively bulk, break-bulk or non containerised Ro-Ro cargo are not required to submit a BAPLIE. When any vessel is carrying one or more containers, regardless of cargo type, the vessel carrier must submit a Bay/Stow Plan.

There are some differences between the already established BAPLIE requirements for US Customs:
- CBSA requires a set temperature as well as a high and low range for refrigerated containers.
- CBSA requires IMO Code, IMDG Code, technical or proper shipping name and flash point, if applicable.
- NO email option is offered by CBSA.
