Amendments to regulations

Amendments to the Prevention of Pollution of the Sea (Garbage) Regulations and Prevention of Pollution of the Sea (Air) Regulations will come into force on 1 May 2024 and Merchant Shipping (Safety Convention) Regulations will come into force on 1 July 2024.

As stated in the Maritime and Port Authority of Singapore Shipping Circular No.03 of 2024, the Maritime Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) had adopted amendments to the International Convention for the Prevention of Pollution from Ships (MARPOL) through Resolutions MEPC.360(79), MEPC.361(79) and MEPC.362(79) respectively. The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) had also adopted amendments to the International Convention for the Safety of Life at Sea (SOLAS), through Resolution MSC.521(106).

Resolution MEPC.360(79) adopted amendments to MARPOL Annex V Regulation 10 to mandate the Garbage Record Book for ships of 100 gross tonnage and above, and for ships of less than 100 gross tonnage to record any discharge or accidental loss of garbage in the ship’s official logbook.

Resolution MEPC.361(79) adopted amendments to MARPOL Annex VI Regulation 14 and Appendix VII to designate the Mediterranean Sea as a Emission Control Area for Sulphur Oxides and Particulate Matter.

Resolution MEPC.362(79) adopted amendments to MARPOL Annex VI to include the flash point of the fuel oil delivered to the ship in the Bunker Delivery Note (BDN) under Appendix V and, to include the reporting of the ship’s technical characteristics such as attained EEXI, CII and rating values when reporting to the IMO Ship Fuel Oil Consumption Database under Appendix IX.

The amendments to the Prevention of Pollution of the Sea (Garbage) Regulations and Prevention of Pollution of the Sea (Air) Regulations give effect to the Resolutions MEPC.360(79), MEPC.361(79) and MEPC.362(79).

Resolution MSC.521(106) adopted amendments to SOLAS to add a new Chapter XV which aims to provide the safety standards for ships that carry industrial personnel who are transported or accommodated onboard for the purpose of offshore industrial activities performed onboard other ships and/or offshore facilities. The amendments to the Merchant Shipping (Safety Convention) Regulations give effect to the Resolution MSC.521(106).
